QUALIFICATIONS
I have extensive and broad volunteer experience in IEEE, having served in almost all segments of IEEE operations, namely, conferences, publications, awards, standards, membership, governance, strategic planning, marketing, finance (audit).

I am a very dedicated volunteer who does not hesitate to ask the hard questions. During my 4 years of service at the IEEE BoD I have been an active, participative and extremely diligent (and often praised for this) Board member.

I have proven leadership skills demonstrated by my successful tenure as Society President as well as my work chairing committees and boards throughout my volunteer career. I have always been able to attract new talent, from different parts of the world, to work on my teams and I am extremely careful and thoughtful in making appointments.

In my professional career I also have diversified experience, having worked in industry, government and academia.

I have first hand experience in dealing with different cultures, which is essential in a truly global IEEE.  I have held visiting appointments in industry and academia in: United States (UCLA, Rutgers Univ. and AT&T Bell Labs). France (Telecom Paris), Germany (NEC Europe Labs.), Italy (CSELT-Telecom Italia and Politecnico di Torino), Canada (Univ. of Toronto) and China (Hong Kong Univ. of Science and Technology).

The global IEEE membership has in the past supported my ideas and leadership. In my volunteer career I have won 5 membership elections, running against candidates from different Regions, including the IEEE-wide election for VP-TA.


MAJOR ACCOMPLISHMENTS

- As IEEE Vice President  Technical Activities I have focused my attention in strategic issues such as:  strengthening relations with other boards, in particular working with MGA to  develop ways to increase Society membership and with EAB to reach a common understanding of the business model for continuing education activities; re-establish contacts with industry leaders to improve the quality of our products to practitioners; develop a technology roadmap for IEEE-TA and;  significantly improve the operations of the Society Review Committee.

- As IEEE Secretary, in addition to the creation of the Governance Committee, I worked with corporate leadership to develop an agenda preparation process and document submission schedule to improve the ability of Board members to make informed decisions during the meeting. I also brought forward the necessary motions to bring the appointments by the BoD and major board operations manuals into compliance with legal requirements.

- Under my chairmanship the IEEE Audit Committee:  recommended to the BoD the creation of the Whistle Blower position and the adoption of best practices derived from the Sarbanes-Oxley legislation; worked with TAB and RAB staff and volunteers to create the control processes required for conference closings and Section finances and; worked with the Standards Association to bring standard group finances into compliance and to develop a process of risk assessment.

- As an IEEE BoD member, I have authored or co-authored more than 20 successful motions. Among them were motions creating the Marketing and Sales Committee, the Governance Committee and the Conferences Committee in its present form. The motions also included a major revision of IEEE Policy 10, dealing with conferences, and an important policy dealing with information disclosure (co-authored with Moshe Kahn).

- In my term as IEEE ComSoc President the Society achieved its highest membership level ever – over 62000 members, and had the best year in its history in terms of revenues, a number that was only surpassed in 2007. Other achievements during my tenure worth of mentioning are:  led the strategic positioning of the Society in the area of wireless communications by creating the Transactions on Wireless Communications, revitalizing the Wireless Communications and Networking Conference - WCNC, after a disaster year, and acquiring a 50% ownership for IEEE in the successful PIMRC conference; developed partnership with Internet Society and secured Vint Cerf as Chair of the newly created Internet Steering Committee; launched the first ComSoc Global Chapter Chair Congress, with the presence of over 100 chapter chairs and; increased by 5 fold the number of Distinguished Lecture Tours.

- As Chair of TA’s Strategic Planning Committee I led the development of a new strategic document for Technical Activities, which had not been revised in 7 years, and established Goals for the years 2008 -2009, which had not been done in many years.

- As an IEEE ComSoc volunteer and officer I was one of the recognized leaders of the Society’s globalization. In the mid-nineties ComSoc led the way within IEEE in terms of having a significant number of its Board members, Conference chairs and members of editorial Boards from outside the US. I developed with two other colleagues a new, and later proven successful, structure for the ComSoc flagship conferences (mall of mini conferences concept) aimed at increasing their value to participants. More recently, as Chair of WCNC Steering Committee I led the development of this conference to become the premier ComSoc (and possibly IEEE’s) event on Wireless Communications. In recognition of my efforts and accomplishments in the Conferences area I have just been awarded the IEEE ComSoc Harold Sobol Meritorious Service Award.
